2 to 3 Hours including wait time.

What day of Periods should I visit Clinic for first Consultation ?

Any day is fine. But if you want to reduce number of visits, then mid cycle i.e. Day 17-18 is preferable.

What is the cost of IUI ?

INR 7000 to INR 8000 including Consultation, IUI Cycle planning, Follicular Monitoring and IUI Insemination. Cost of oral medication is separate.
